There is a total of 9 endings for RTK9, depending largely on whom you
nominate as the members of your cabinet (prime minister, war minister,
foreign minister, and heir). There are two categories of endings,
depending on your chosen policy of either military expansion or domestic
development--each ending having a "good" and a "bad" results. Most
people seem to want the requirements for the best endings, so I'll list
them here; failures to get the best endings are usually the result of
not meeting a requirement to advance to the next screen.

SCREENS FOR THE EXPANSIONIST POLICY
1. Defend against the Xianbei:
-If successful, advance to 2 (Silk Road);
-If fail due to heir (see Failures Due to Heir), your country may
survive but pushed to the south (Ending 5);
-If failing THAT, your country is destroyed (Ending 9)
2. Establish a trade route on the Silk Road:
-If successful, advance to 3 (South China);
-If fail due to heir (see Failures Due to Heir), your country may
survive as a normal country (Ending 7);
-If failing THAT, your country splits up (Ending 8).
3. Open up South China Sea:
-If successful, advance to 4 (Roman Empire);
-If fail due to heir (see Failures Due to Heir), your country may
become an economic powerhouse (Ending 2);
-If failing THAT, your country splits up (Ending 8).
4. Campaign against the Roman Empire:
-If successful, your country flourishes for 300 years (Ending 1);
-If fail, your country may become an economic powerhouse (Ending 2).
SCREENS FOR THE DOMESTIC POLICY
1. Harmonious mosaic of various cultures:
-If successful, advance to 2 (Legal Institutions);
-If fail due to heir (see Failures Due to Heir), your country may
survive as a normal country (Ending ) (Ending 7);
-If failing THAT, your country is destroyed (Ending 9).
2. Establish legal institutions:
-If successful, advance to 3 (Xianbei Invasion)
-If fail due to heir (see Failures Due to Heir), your country may
survive as a normal country (Ending 7);
-If failing THAT, your country splits up (Ending 8).
3. Defend against Xianbei Invasion:
-If successful, advance to 4 (Thriving Culture)
-If fail due to heir (see Failures Due to Heir), your country may
survive but pushed to the south (Ending 5);
-If failing THAT, your country is destroyed (Ending 9).
4. Support a thriving culture:
-If successful, your country becomes a model of culture (Ending 3);
-If fail, your country becomes a collection of city-states (Ending 4).
REQUIREMENTS FOR BEST EXPANSIONIST POLICY ENDING:
1. Succesful defence against the Xianbei invasion (require all below):
A. Five or more subordinate officers
B. Total standing soldiers + wounded soldiers = 300,000+
C. War Minister and Foreign Minister total Leadership stats = 150+
2. Establish a trade route on the Silk Road (require all below):
A. The total popular support in An Ding, Tian Shui, Wu Wei, and Xi Ping
= 2,000+
B. Your Foreign Minister's War stat = 90+
3. Open up South China Sea (require A + B, or A + C)
A. The farm development total of Wu, Hui Ji, Jiao Zhi, Yun Nan, and
Mo Ling's = 2,500+
B. Prime Minister, War Minister, and Foreign Minister's Navy
experience total = 1,200+
C. You have destroyed the Shanyue and Nanman tribes
4. Campaign against the Da Qin a.k.a. Roman Empire (require ALL below; if
both req's NOT met, you get the economic powerhouse ending instead)
A. You have destroyed all the tribes.
B. Prime Minister, War Minister, and Foreign Minister have at least
60 tactics among themselves (uncertain: zymbolic from GameFAQs.com
suggests that his 3 ministers have ~17 tactics each (3x17=51). I
would further suggest that at least ONE of your ministers has the
Elephants tactic.
Failing to meet the requirements for a step stops you from progressing to the
next screen of the expansionist policy ending.
REQUIREMENTS FOR BEST DOMESTIC POLICY ENDING:
1. Successful assimilation of various cultures (require all below):
A. Five or more subordinate officers
B. The walls of Bei Ping, Xiang Ping, Tian Shui, Hui Ji, and Yun Nan
= 1,500+
C. Prime Minister, War Minister, and Foreign Minister's Protect
experience total = 600+
2. Install a legal system (require all below):
A. Faction repute = 950+
B. The difference in compatibility between the Liege and Prime Minister
is 15 or less
3. Defend against Xianbei invasion (require A + B + C, or A + B + D):
A. Total gold of your country = 300,000+
B. Total food of your country = 750,000+
C. Prime Minister, War Minister, and Foreign Minister's Leadership total
= 240+
D. You have destroyed both the Wuwan and the Qiang tribes
4. Thriving culture (require all below; if both req's not met, then you get the
city-states ending instead):
A. The total popular support in Luo Yang, Xiang Yang, Chang An, Cheng Du
and Mo Ling = 4,000+
B. You have at least 15 items in your possession.
Failing to meet the requirements for a step stops you from progressing to the
next screen of the domestic policy ending.
FAILURES DUE TO THE HEIR (require A + B, or A + C)
A. Your Prime Minister's Politics = 80+
B. Your Heir's Politics = 71+; the difference in compatibility between
the Prime Minister and the Heir is 15 or more.
C. Your Heir is a family relative of your Liege and the difference in
compatibility between the Prime Minister and the Heir is 5 or more.
